London's Slowdown: A Controversial Transport Policy Unveiled
The capital city's traffic woes have reached a new low, with London now ranked as the world's slowest driving capital. But here's where it gets controversial: the blame is being placed on the widespread implementation of 20mph speed limits. According to research, it took a staggering three minutes and 38 seconds to travel just one kilometre in central London last year.
Sir Sadiq Khan, the mayor of London, has made reducing speed limits from 30mph to 20mph a key part of his transport policy, aiming to reduce road casualties. Over half of London's roads now have this lower speed limit, and Transport for London (TfL) states that it's five times more likely for a person to be killed if hit by a vehicle traveling at 30mph compared to 20mph.
The impact of these speed limits is evident in the data. Drivers in London lost an average of 141 hours stuck in rush hour traffic in 2025, with the worst congestion day coinciding with a Tube strike.
TomTom, a mapping technology company, sheds light on the situation. Andy Marchant, their traffic expert, explains that low average speeds are often misinterpreted as extreme congestion. He highlights static factors like the 20mph limits, outdated street designs, and consistently high traffic volumes as the real culprits behind the slow journeys, even when roads are relatively clear.
But is this new road safety strategy enough? Belfast tops the congestion list with a 58% congestion level, followed by Edinburgh and Cambridge. London, with a 52% congestion level, is the UK's eighth most congested city.
Colombia's Barranquilla was the only city in the study of 492 towns and cities with a slower average road speed than London last year.
This year, London will trial autonomous vehicles across 20 boroughs, an "interesting time for urban mobility," according to Mr. Marchant.
A spokesperson for the mayor of London defends the policy, stating that TfL data suggests journey times remain similar to 2019 levels, and that lower speed limits haven't increased congestion. They also highlight studies showing that 20mph limits may improve traffic flow and reduce jams.
